Artist\u00ebt dyshuan se pas k\u00ebrkes\u00ebs s\u00eb drejtorit p\u00ebr zhvendosjen e Teatrit q\u00ebndronte nj\u00eb plan p\u00ebr shembjen e nd\u00ebrtes\u00ebs historike dhe z\u00ebvend\u00ebsimin e saj me nj\u00eb num\u00ebr kullash komerciale dhe n\u00ebp\u00ebrmjet nj\u00eb peticioni k\u00ebrkuan transparenc\u00eb nga Ministria e Kultur\u00ebs.<\/p>\n<p>Nj\u00eb jav\u00eb m\u00eb von\u00eb, m\u00eb 16 shkurt, biznesmeni i nd\u00ebrtimit Shk\u00eblqim Fusha ka dor\u00ebzuar nj\u00eb dokument dyfaq\u00ebsh n\u00eb bashkin\u00eb e Tiran\u00ebs, duke paraqitur nj\u00eb propozim t\u00eb pak\u00ebrkuar p\u00ebr koncesion, ku premtonte t\u00eb nd\u00ebrtonte nj\u00eb teat\u00ebr t\u00eb ri dhe nj\u00eb bllok nd\u00ebrtesash komerciale n\u00eb truallin ekzistues t\u00eb Teatrit Komb\u00ebtar dhe t\u00eb disa institucioneve t\u00eb tjera publike si Drejtoria e P\u00ebrgjithshme e Burgjeve dhe ish- selia e Partis\u00eb Demokratike.<\/p>\n<p>K\u00ebrkesa e Fush\u00ebs, e nisur si\u00e7 shprehet ai vet\u00eb nga shqet\u00ebsimi p\u00ebr gjendjen e keqe t\u00eb nd\u00ebrtes\u00ebs aktuale dhe d\u00ebshir\u00ebs s\u00eb artist\u00ebve p\u00ebr nj\u00eb teat\u00ebr t\u00eb ri, vuri n\u00eb l\u00ebvizje n\u00eb koh\u00eb rekord nj\u00eb num\u00ebr institucionesh shtet\u00ebrore; Bashkin\u00eb Tiran\u00eb, Ministrin\u00eb e Kultur\u00ebs, hipotekat, Kryeministrin\u00eb dhe s\u00eb fundmi, edhe Kuvendin e Shqip\u00ebris\u00eb. K\u00ebto institucione prodhuan brenda nj\u00eb periudhe t\u00eb shkurt\u00ebr \u2013 nga 18 shkurti deri n\u00eb fillim t\u00eb qershorit, disa qindra faqe dokumente, p\u00ebrfshir\u00eb studime t\u00eb shumta ekonomike, gjeologjike, sizmike dhe hidrologjike etj.<\/p>\n<p>Me 12 mars, kryeministri Edi Rama i prezantoi zyrtarisht planet e qeveris\u00eb p\u00ebr t\u00eb lidhur nj\u00eb Partneritet Publik Privat p\u00ebr nd\u00ebrtimin e Teatrit t\u00eb ri Komb\u00ebtar.<\/p>\n<p>\u201cPozicioni im \u00ebsht\u00eb shum\u00eb i vjet\u00ebr dhe nuk ka ndryshuar asnj\u00eb moment,\u201d tha Rama \u201cP\u00ebr fat t\u00eb keq u desh kaq shum\u00eb koh\u00eb q\u00eb t\u00eb b\u00ebhet ajo q\u00eb duhej t\u00eb b\u00ebhej shum\u00eb koh\u00eb m\u00eb par\u00eb, n\u00eb t\u00eb vetmen m\u00ebnyr\u00eb se si ky vend, me mund\u00ebsit\u00eb e veta mund ta b\u00ebj\u00eb, p\u00ebrmes partneritetit me sip\u00ebrmarrjen private,\u201d shtoi ai p\u00ebrpara nj\u00eb grupi artist\u00ebsh t\u00eb ftuar n\u00eb qendr\u00ebn COD n\u00eb kryeministri.<\/p>\n<p>\u201cGodina do t\u00eb shembet,\u201d deklaroi prerazi.<\/p>\n<p>Propozimi i kryeministrit nuk u prit mir\u00eb nga komuniteti i artist\u00ebve, t\u00eb cil\u00ebt e kund\u00ebrshtuan shembjen e nd\u00ebrtes\u00ebs aktuale p\u00ebr t\u2019i hapur rrug\u00eb kullave. Me nj\u00eb vesh shurdh dhe nj\u00eb sy qorr ndaj protestave, qeveria paraqiti m\u00eb 10 qershor nj\u00eb projektligj t\u00eb jasht\u00ebzakonsh\u00ebm p\u00ebr t\u2019i dh\u00ebn\u00eb kompanis\u00eb Fusha sh.p.k pa gar\u00eb tok\u00ebn e Teatrit Komb\u00ebtar, dhe i dha t\u00eb drejt\u00ebn vetes q\u00eb t\u00eb negocioj\u00eb n\u00eb em\u00ebr t\u00eb interesit publik kontrat\u00ebn koncesionare. Pas nj\u00eb serie diskutimesh t\u00eb mbajtura mes artist\u00ebve dhe kryetarit t\u00eb bashkis\u00eb s\u00eb Tiran\u00ebs, Erion Veliaj, mazhoranca miratoi me 5 korrik n\u00eb Parlament ligjin p\u00ebr PPP-n\u00eb e debatuar.<\/p>\n<p>Dokumentacioni voluminoz i prodhuar nga autoritet publike dhe propozimi i pak\u00ebrkuar i firm\u00ebs \u2018Fusha\u2019 u mor nga BIRN p\u00ebrmes nj\u00eb k\u00ebrkese p\u00ebr t\u00eb drejt\u00eb informimi. Ai zbulon planet e kompanis\u00eb s\u00eb nd\u00ebrtimit p\u00ebr t\u00eb ngritur disa pallate 17 deri n\u00eb 21 kate me nj\u00eb sip\u00ebrfaqe t\u00eb p\u00ebrgjithshme mbi tok\u00eb prej 68 mij\u00eb metrash katror\u00eb dhe dy-tre kate parking n\u00ebn tok\u00eb me sip\u00ebrfaqe totale 20 mij\u00eb metra katror\u00eb. N\u00eb shk\u00ebmbim t\u00eb shfryt\u00ebzimit t\u00eb tok\u00ebs publike t\u00eb teatrit dhe at\u00eb p\u00ebrreth tij, Fusha Sh.p.k premton nd\u00ebrtimin e nj\u00eb teatri t\u00eb ri me sip\u00ebrfaqe totale nd\u00ebrtimi prej 9280 metrash katror\u00eb, n\u00eb t\u00eb cilin parashikohet edhe nj\u00eb bar\/kafe 500 metra katror\u00eb.<\/p>\n<p>Dokumentet tregojn\u00eb q\u00eb n\u00eb njoll\u00ebn e propozuar t\u00eb nd\u00ebrtimit, firma Fusha Sh.p.k zot\u00ebron vet\u00ebm 3% t\u00eb tok\u00ebs q\u00eb k\u00ebrkohet p\u00ebr nd\u00ebrtim, nd\u00ebrkoh\u00eb 85 % e truallit \u2013 p\u00ebrfshir\u00eb parcel\u00ebn ekzistuese t\u00eb Teatrit Komb\u00ebtar, \u00ebsht\u00eb tok\u00eb publike. Njolla e propozuar p\u00ebr nd\u00ebrtimet e reja n\u00eb k\u00ebt\u00eb zon\u00eb do ket\u00eb nj\u00eb densitet t\u00eb lart\u00eb nd\u00ebrtimi, me nj\u00eb koeficient q\u00eb i tejkalon normat e lejuara nga plani urbanistik i bashkis\u00eb Tiran\u00eb. [<a href=\"http:\/\/dokumente.reporter.al\/docs\/download_document\/3595\">Link<\/a>]<\/p>\n<p>Ky shfryt\u00ebzim me densitet t\u00eb lart\u00eb dhe mbase t\u00eb paligjsh\u00ebm t\u00eb truallit pritet t\u2019i sjell\u00eb t\u00eb ardhura t\u00eb majme kompanis\u00eb Fusha Sh.p.k. Sipas propozimit t\u00eb kompanis\u00eb, t\u00eb ardhurat shkojn\u00eb deri n\u00eb 119 milion\u00eb euro me nj\u00eb norm\u00eb fitimi 14 %.<\/p>\n<p>Megjithat\u00eb, nj\u00eb analiz\u00eb e thjesht\u00eb e kostove dhe \u00e7mimeve t\u00eb shitjes p\u00ebr nj\u00ebsi t\u00eb paraqitura n\u00eb propozimin financiar t\u00eb nd\u00ebrtuesit Fusha ngren\u00eb dyshime q\u00eb norma e fitimit t\u00eb kompanis\u00eb mund t\u00eb jet\u00eb shum\u00eb m\u00eb e lart\u00eb, pasi kostot p\u00ebr nd\u00ebrtimin e Teatrit t\u00eb ri dhe t\u00eb apartamenteve duken t\u00eb fryra, nd\u00ebrsa \u00e7mimi i shitjes s\u00eb ambienteve komerciale dhe apartamenteve n\u00eb kulla \u00ebsht\u00eb n\u00ebn mesataren e tregut p\u00ebr zon\u00ebn m\u00eb t\u00eb lakmuar t\u00eb Tiran\u00ebs.<\/p>\n<p><strong>Toka publike dhe private<\/strong><\/p>\n<p>Godina ekzistuese e Teatrit Komb\u00ebtar nisi nd\u00ebrtimin n\u00eb vitin 1938, kur qeveria e Mbret\u00ebris\u00eb Italiane bleu nj\u00eb sip\u00ebrfaqe toke prej 10,625 metrash katror\u00eb, e cila p\u00ebrfshin t\u00eb gjith\u00eb kuadratin nga Ministria e Brendshme deri te qendra tregtare \u201cToptani\u201d. Sipas dokumenteve t\u00eb blerjes, t\u00eb publikuara nga deputetja e Partis\u00eb Demokratike, Jorida Tabaku, qeveria italiane e bleu pron\u00ebn e p\u00ebrb\u00ebr\u00eb nga toka plus nj\u00eb sht\u00ebpi nga familja Libohova p\u00ebr 7 franga ar p\u00ebr met\u00ebr katror me nj\u00eb total prej 74 mij\u00eb frangash.<\/p>\n<p>Franga ishte monedha e p\u00ebrdorur n\u00eb Shqip\u00ebri krahas lekut deri n\u00eb vitet 1950, kur u nxor nga qarkullimi. \u00cbsht\u00eb e v\u00ebshtir\u00eb q\u00eb t\u00eb nxirret vlera aktuale e nj\u00eb monedhe t\u00eb p\u00ebrdorur 80 vjet m\u00eb par\u00eb, por t\u00eb 74 mij\u00eb frangat kan\u00eb qen\u00eb nj\u00eb shum\u00eb e madhe-ekuivalent i sot\u00ebm i miliona eurove. Qeveria italiane financoi edhe nd\u00ebrtimin e nd\u00ebrtes\u00ebs, q\u00eb n\u00eb fillim ishte nj\u00eb qend\u00ebr kulturore dhe teat\u00ebr\/kinema dhe q\u00eb pas Luft\u00ebs s\u00eb Dyt\u00eb Bot\u00ebrore u b\u00eb Teatri Komb\u00ebtar. Nd\u00ebrtesat binjake dykat\u00ebshe u dizajnuan nga arkitekti italian Giuglio Bert\u00e8.<\/p>\n<p>Nga toka e bler\u00eb n\u00eb vitin 1938 prej 10,625 metrash katror\u00eb dhe tok\u00ebs s\u00eb mbetur publike sot prej 8465 metrash dallohet nj\u00eb diferenc\u00eb prej mbi 2 mij\u00eb metrash tok\u00eb \u201ct\u00eb humbur\u201d. \u00cbsht\u00eb e paqart\u00eb se si toka publike u rrudh n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb.<\/p>\n<p>N\u00eb propozimin e pak\u00ebrkuar t\u00eb firm\u00ebs Fusha Sh.p.k, zona e propozuar p\u00ebr zhvillim p\u00ebrb\u00ebhet nga 8465 metra katror\u00eb tok\u00eb e mbetur publike dhe 1303 metra katror\u00eb tok\u00eb private. Nga toka private, Shk\u00eblqim Demir Fusha disponon vet\u00ebm nj\u00eb parcel\u00eb me sip\u00ebrfaqe 298.1 metra katror\u00eb.<\/p>\n<p>Nd\u00ebrkoh\u00eb toka publike ndahet mes institucioneve t\u00eb ndryshme. Teatri Komb\u00ebtar ka nj\u00eb sip\u00ebrfaqe totale prej 5522 metrash katror\u00eb, nd\u00ebrsa Bashkia Tiran\u00eb disponon parcela t\u00eb ndryshme, p\u00ebrfshir\u00eb nj\u00eb parking me sip\u00ebrfaqe 1266 metra katror\u00eb, mjediset e Nd\u00ebrmarrjes s\u00eb Dekorit me truall 169 metra katror\u00eb apo nd\u00ebrtes\u00ebn e Agjencis\u00eb s\u00eb Mbrojtjes s\u00eb Konsumatorit me sip\u00ebrfaqe trualli 801 metra.<\/p>\n<p>N\u00eb list\u00ebn e nd\u00ebrtesave dhe tokave publike q\u00eb do t\u00eb shemben gjendet edhe Drejtoria e P\u00ebrgjithshme e Burgjeve me sip\u00ebrfaqe trualli prej 385 metrash katror\u00eb. P\u00ebr t\u2019u shembur planifikohet edhe ish-selia e Partis\u00eb Demokratike. Toka publike dhe private p\u00ebrb\u00ebn nj\u00eb parcel\u00eb nd\u00ebrtimi me sip\u00ebrfaqe totale prej 9768 metrash katror\u00eb.<\/p>\n<p><strong>Njolla e nd\u00ebrtimit<\/strong><\/p>\n<p>Propozimi i pak\u00ebrkuar i firm\u00ebs Fusha Sh.p.k thot\u00eb se sip\u00ebrfaqja totale n\u00eb nd\u00ebrtim (njolla e nd\u00ebrtimit) do t\u00eb jet\u00eb 6,200 metra katror\u00eb me shfryt\u00ebzim n\u00eb mas\u00ebn 63.47%. Kjo sakaq shkel t\u00eb gjitha parametrat e lejuara t\u00eb nd\u00ebrtimit n\u00eb bashkin\u00eb Tiran\u00eb. Edhe n\u00eb projektet e pallateve t\u00eb nd\u00ebrtuara n\u00eb Tiran\u00eb n\u00eb vitet 2000, njolla e nd\u00ebrtimit t\u00eb lejuar rrall\u00eb her\u00eb kalonte mas\u00ebn 50%.<\/p>\n<p>Por \u00ebsht\u00eb treguesi i \u201cintensitetit t\u00eb nd\u00ebrtimit\u201d n\u00eb mas\u00ebn 6.65 ai q\u00eb thyen nj\u00eb rekord tjet\u00ebr. Plani aktual urbanistik i Bashkis\u00eb Tiran\u00eb, i miratuar nga vet\u00eb qeveria aktuale, parashikon lejimin e zhvillimit t\u00eb pron\u00ebs private me koeficient intensiteti n\u00eb mas\u00ebn 1.7 deri 4.2. Ky \u00ebsht\u00eb nj\u00eb koncept i futur n\u00eb legjislacionin urbanistik shqiptar disa vite m\u00eb par\u00eb dhe q\u00eb tregon se nj\u00eb sip\u00ebrfaqe toke mund t\u00eb nd\u00ebrtohet n\u00eb gjer\u00ebsi apo n\u00eb lart\u00ebsi brenda intensitetit t\u00eb lejuar. D.m.th., n\u00ebse nj\u00eb cop\u00eb tok\u00eb \u00ebsht\u00eb 1 mij\u00eb metra katror\u00eb dhe koeficienti i lejuar p\u00ebr zon\u00ebn \u00ebsht\u00eb n\u00eb mas\u00ebn 1.7, pronarit i lejohet t\u00eb nd\u00ebrtoj\u00eb 1700 metra katror\u00eb nd\u00ebrtes\u00eb mbi tok\u00eb, pavar\u00ebsisht n\u00ebse zgjedh t\u00eb b\u00ebj\u00eb dy kate apo 10 kate. N\u00eb zonat n\u00eb qend\u00ebr t\u00eb Tiran\u00ebs, ku lejohet edhe intensiteti m\u00eb i lart\u00eb i nd\u00ebrtimit, zakonisht koeficient\u00ebt e p\u00ebrcaktuar n\u00eb planin urbanistik jan\u00eb n\u00eb mas\u00ebn 3.5-4. Vet\u00eb plani urbanistik n\u00eb fuqi, [<a href=\"http:\/\/www.tirana.al\/publimepdf\/maps\/PPT_14%20Map%20of%20Proposed%20Construction%20Intensity-75.pdf\">link<\/a>] parashikon intensitet maksimal nd\u00ebrtimi n\u00eb mas\u00ebn 5.5. Projekti i propozuar shkon edhe afro 21% m\u00eb shum\u00eb se kaq. [Link:\u00a0<a href=\"http:\/\/dokumente.reporter.al\/docs\/download_document\/3596\">Lista e Pronave publike dhe private<\/a>]<\/p>\n<p>Sipas propozimit p\u00ebr PPP t\u00eb kompanis\u00eb \u201cFusha\u201d, 40% e tok\u00ebs do t\u00eb jet\u00eb \u201cvet\u00ebm p\u00ebr teatrin e ri komb\u00ebtar\u201d nd\u00ebrsa 60% p\u00ebr \u201cnd\u00ebrtimet me karakter komercial\u201d. Projekti parashikon nd\u00ebrtimin e dy kateve n\u00ebntok\u00ebsore n\u00eb t\u00eb gjith\u00eb sip\u00ebrfaqen e tok\u00ebs, e madje m\u00eb shum\u00eb se sa kaq, p\u00ebr realizimin e 20,400 metrave katror\u00eb parking. P\u00ebrve\u00e7 parkingut, kompania planifikon nd\u00ebrtimin e 68 mij\u00eb metrave katror\u00eb mbi tok\u00eb.<\/p>\n<p>Teatri Komb\u00ebtar pretendohet se do t\u00eb jet\u00eb 9200 metra katror\u00eb, por n\u00eb k\u00ebt\u00eb sip\u00ebrfaqe, vler\u00ebsimi llogarit edhe 1185 metra katror\u00eb \u201ctarac\u00eb\u201d si dhe 700 metra katror\u00eb i quajtur \u201cshesh i mbuluar p\u00ebr performanc\u00eb\u201d. N\u00eb m\u00ebnyr\u00eb misterioze, tabela me t\u00eb dh\u00ebnat kryesore t\u00eb zhvillimit, nuk ka p\u00ebrcaktuar se sa nga sip\u00ebrfaqja e teatrit t\u00eb ri komb\u00ebtar do t\u00eb p\u00ebrb\u00ebhet nga \u201chap\u00ebsira sanitare, ndihm\u00ebse dhe komunikimi\u201d. Por sikur t\u00eb mos mjaftonin kafenet\u00eb rreth e p\u00ebrqark zon\u00ebs, projekti parashikon nj\u00eb kafene brenda nd\u00ebrtes\u00ebs s\u00eb teatrit me sip\u00ebrfaqe 500 metra katror\u00eb.<\/p>\n<p><strong>Vler\u00ebsimi me \u00e7mime shteti<\/strong><\/p>\n<p>Studimi i fizibilitetit ekonomik i paraqitur nga kompania Fusha Sh.p.k mbart disa t\u00eb dh\u00ebna t\u00eb tjera interesante. E para, sip\u00ebrfaqja e p\u00ebrgjithshme mbi tok\u00eb e pronarit privat prej 65 mij\u00eb metrash katror\u00eb do t\u00eb p\u00ebrb\u00ebhet nga sh\u00ebrbime tregtare, zyra dhe mjedise banimi.<\/p>\n<p>Projekti i paraqitur duket se inflacionon kostot e nd\u00ebrtimit t\u00eb \u201cmjediseve komerciale\u201d si dhe t\u00eb \u201cteatrit t\u00eb ri komb\u00ebtar\u201d nd\u00ebrsa ul n\u00eb minimum vler\u00ebsimin e \u00e7mimit t\u00eb shitjes n\u00eb k\u00ebt\u00eb zon\u00eb. K\u00ebshtu, sipas propozimit, kostoja e nd\u00ebrtimit t\u00eb mjediseve komerciale \u00ebsht\u00eb 650 euro p\u00ebr met\u00ebr katror, nd\u00ebrkoh\u00eb q\u00eb kostoja zyrtare e nd\u00ebrtimit- e matur nga Instituti i Statistikave \u00ebsht\u00eb pak m\u00eb shum\u00eb se 200 euro p\u00ebr met\u00ebr katror. Por nd\u00ebrtesa e teatrit t\u00eb ri, sipas projektit, do t\u00eb kushtoj\u00eb 3250 euro p\u00ebr met\u00ebr katror, p\u00ebr nj\u00eb total prej 33 milion\u00eb eurosh. Kjo \u00ebsht\u00eb nj\u00eb shif\u00ebr 16.5 her\u00eb m\u00eb e lart\u00eb se sa kostoja zyrtare e nd\u00ebrtimit n\u00eb Republik\u00ebn e Shqip\u00ebris\u00eb. Ajo \u00ebsht\u00eb shum\u00eb e lart\u00eb edhe p\u00ebr nd\u00ebrtime n\u00eb vendet m\u00eb t\u00eb zhvilluara t\u00eb bot\u00ebs.<\/p>\n<p>Studimi i fizibilitetit b\u00ebn edhe nj\u00eb vler\u00ebsim t\u00eb t\u00eb ardhurave t\u00eb pritshme t\u00eb kompanis\u00eb investuese. Sipas saj, \u00e7mimi i nj\u00eb metri katror dyqan n\u00eb qend\u00ebr t\u00eb Tiran\u00ebs \u00ebsht\u00eb 2,500 euro, nj\u00eb met\u00ebr katror zyra kushtojn\u00eb 2 mij\u00eb euro nd\u00ebrsa nj\u00eb met\u00ebr katror apartament kushton 1,400 euro. Nd\u00ebrsa nj\u00eb met\u00ebr katror parking kushton 800 euro.<\/p>\n<p>N\u00eb total, kompania thot\u00eb se pret t\u00eb marr\u00eb afro 119 milion\u00eb euro t\u00eb ardhura nga i gjith\u00eb projekti, nga i cili, 33 milion\u00eb do t\u00eb jet\u00eb kostoja e Teatrit t\u00eb ri, nd\u00ebrsa 93 milion\u00eb do t\u00eb jet\u00eb kostoja totale e nd\u00ebrtimit t\u00eb teatrit dhe pallateve. Ajo pretendon se do t\u00eb ket\u00eb nj\u00eb leverdishm\u00ebri ekonomike n\u00eb diferenc\u00ebn nga 93 milion\u00eb q\u00eb vler\u00ebsohen kostot, n\u00eb 118 milion\u00eb q\u00eb parashikohen t\u00eb ardhurat.<\/p>\n<p>N\u00eb fakt, si kostot, ashtu edhe \u00e7mimet e shitjeve duket se nuk reflektojn\u00eb realitetin e tregut. N\u00eb ve\u00e7anti, kostoja prej 650 eurosh p\u00ebr nd\u00ebrtimin e pallateve \u00ebsht\u00eb m\u00eb shum\u00eb se tre her\u00eb mbi koston zyrtare t\u00eb nd\u00ebrtimit. Nd\u00ebrsa \u00e7mimet e shitjeve duket se jan\u00eb pak a shum\u00eb dy her\u00eb m\u00eb t\u00eb ul\u00ebta se sa realiteti.<\/p>\n<p>N\u00eb qend\u00ebr t\u00eb Tiran\u00ebs nuk ka dyqan q\u00eb shitet me \u00e7mimin 2,500 euro p\u00ebr met\u00ebr katror. N\u00eb qendra tregtare t\u00eb ndryshme, dyqanet shiten me mbi 4 mij\u00eb apo 5 mij\u00eb euro p\u00ebr met\u00ebr katror. Edhe \u00e7mimi i shitjes s\u00eb apartamenteve duket i n\u00ebnvler\u00ebsuar p\u00ebr shkak se n\u00eb qend\u00ebr t\u00eb Tiran\u00ebs nd\u00ebrtuesit k\u00ebrkojn\u00eb 1800-2500 euro p\u00ebr met\u00ebr katror. Por m\u00eb e r\u00ebnd\u00ebsishmja, kostoja prej 3250 euro p\u00ebr met\u00ebr katror p\u00ebr nd\u00ebrtes\u00ebn e teatrit nj\u00eb kosto q\u00eb nuk dihet se mbi \u00e7far\u00eb hipotezash \u00ebsht\u00eb mb\u00ebshtetur.<\/p>\n<p>Logjika e propozimit \u00ebsht\u00eb se duke qen\u00eb se kostoja e Teatrit Komb\u00ebtar \u00ebsht\u00eb 33 milion\u00eb euro, kjo \u00ebsht\u00eb e barabart\u00eb me leverdishm\u00ebrin\u00eb ekonomike q\u00eb do t\u00eb kishte shteti, n\u00eb rast se do ta jepte tok\u00ebn p\u00ebr nd\u00ebrtim me nj\u00eb kontrat\u00eb ndarjeje sip\u00ebrfaqeje nd\u00ebrtimi n\u00eb mas\u00ebn 41%.<\/p>\n<p><strong>Shpejt\u00ebsia rrufe e miratimit t\u00eb projektit<\/strong><\/p>\n<p>Qeveria shqiptare duket se ka thyer \u00e7do rekord efikasiteti n\u00eb trajtimin e propozimit t\u00eb pak\u00ebrkuar t\u00eb kompanis\u00eb Fusha sh.p.k, duke mbyllur t\u00eb gjitha studimet e mundshme brenda nj\u00eb periudhe disa javore nga shkurti i k\u00ebtij viti deri n\u00eb fillim t\u00eb qershorit.<\/p>\n<p>Madje n\u00eb nj\u00eb rast, Ministria e Kultur\u00ebs duket se tejkaloi veten kur brenda nj\u00eb dite t\u00eb vetme ngriti nj\u00eb grup pune p\u00ebr vler\u00ebsimin e propozimit dhe po at\u00eb dit\u00eb, kreu t\u00eb gjitha vler\u00ebsimet e nevojshme dhe p\u00ebrgatiti nj\u00eb raport gjasht\u00eb faq\u00ebsh ku propozimi konsiderohej jasht\u00ebzakonisht i mir\u00eb.<\/p>\n<p>Zinxhiri i veprimeve nisi zyrtarisht m\u00eb 16 shkurt 2018, kur kompania Fusha\u201d sh.p.k i d\u00ebrgoi nj\u00eb let\u00ebr Bashkis\u00eb Tiran\u00eb, ku n\u00eb cil\u00ebsin\u00eb e pronarit t\u00eb nj\u00eb pjes\u00eb t\u00eb truallit (298 metra katror\u00eb), \u201cshpreh interesin mbi zhvillimin e zon\u00ebs pran\u00eb Teatrit Komb\u00ebtar\u201d.<\/p>\n<p>\u201cZona p\u00ebr t\u00eb cil\u00ebn shprehim interesin e zhvillimit, propozojm\u00eb q\u00eb t\u00eb p\u00ebrfshij\u00eb t\u00eb gjith\u00eb zon\u00ebn ende t\u00eb pazhvilluar nd\u00ebrmjet rrug\u00ebve \u201cMurat Toptani\u201d dhe \u201cAbdi Toptani\u201d, duke nisur nga Teatri Komb\u00ebtar e deri n\u00eb af\u00ebrsi t\u00eb qendr\u00ebs s\u00eb biznesit \u201cEurocol\u201d dhe \u201cGjergj Center\u201d, trualli i s\u00eb cil\u00ebs rezulton t\u00eb jet\u00eb n\u00ebn pron\u00ebsin\u00eb shtet\u00ebrore,\u201d thuhet n\u00eb shkres\u00eb, e cila e cil\u00ebson zon\u00ebn e z\u00ebn\u00eb nga Teatri Komb\u00ebtar si \u201ct\u00eb pazhvilluar\u201d.<\/p>\n<p>\u201cDuke marr\u00eb shkas jo vet\u00ebm nga interesi im si pronar p\u00ebr nj\u00eb pjes\u00eb t\u00eb truallit objekt, por mb\u00ebshtetur n\u00eb interesin publik t\u00eb shfaqur n\u00eb media p\u00ebr nd\u00ebrtimin e nj\u00eb Teatri t\u00eb ri Komb\u00ebtar n\u00ebp\u00ebrmjet komunikimeve t\u00eb b\u00ebra n\u00eb media nga kryetari i Bashkis\u00eb s\u00eb Tiran\u00ebs dhe Ministria e Kultur\u00ebs, propozoj q\u00eb shteti t\u00eb v\u00ebr\u00eb n\u00eb dispozicion truallin shtet\u00ebror p\u00ebr zhvillimin e zon\u00ebs kundrejt nd\u00ebrtimit aty t\u00eb godin\u00ebs s\u00eb ve\u00e7ant\u00eb t\u00eb Teatrit t\u00eb Ri, nd\u00ebrkoh\u00eb q\u00eb pjesa tjet\u00ebr e zon\u00ebs t\u00eb k\u00ebt\u00eb zhvillim sipas p\u00ebrcaktimeve t\u00eb planit urban dhe kuadrit ligjor p\u00ebr zhvillimin e territorit,\u201d thuhet n\u00eb propozimin e Shk\u00eblqim Fush\u00ebs.<\/p>\n<p>Bashkis\u00eb Tiran\u00eb i mjaftuan shtat\u00eb dit\u00eb p\u00ebr t\u00eb d\u00ebrguar n\u00eb K\u00ebshillin e Ministrave nj\u00eb shkres\u00eb, ku k\u00ebrkohej shqyrtimi i k\u00ebrkes\u00ebs.<\/p>\n<p>Nga dokumenti shkresor nuk rezulton q\u00eb vet\u00eb institucionit t\u00eb Teatrit Komb\u00ebtar t\u2019i jet\u00eb k\u00ebrkuar opinion. Por pavar\u00ebsisht k\u00ebsaj, m\u00eb 9 mars, drejtori Hervin \u00c7uli i k\u00ebrkoi Institutit t\u00eb Nd\u00ebrtimit nj\u00eb vler\u00ebsim t\u00eb gjendjes teknike t\u00eb godin\u00ebs s\u00eb Teatrit Komb\u00ebtar.<\/p>\n<p>Instituti i Nd\u00ebrtimit- nj\u00eb institucion shtet\u00ebror, iu desh\u00ebn 14 dit\u00eb p\u00ebr t\u00eb vler\u00ebsuar gjendjen dhe konkluzioni i tyre ishte drastik. Ata dol\u00ebn n\u00eb p\u00ebrfundimin se nd\u00ebrtesa e teatrit \u00ebsht\u00eb n\u00eb gjendje shum\u00eb t\u00eb r\u00ebnd\u00eb, nd\u00ebrsa kostoja e riparimit t\u00eb saj \u201c\u00ebsht\u00eb disa her\u00eb m\u00eb e lart\u00eb se sa kostoja minimale fiskale\u201d.<\/p>\n<p>\u201cRiparimi i objektit dhe sjellja n\u00eb kushte teknike t\u00eb sotme p\u00ebrb\u00ebn v\u00ebshtir\u00ebsi,\u201d shkruhet n\u00eb raportin e inspektimit. \u201cAjo k\u00ebrkon kosto t\u00eb lart\u00eb,\u201d shkruhet n\u00eb konkluzionet e Institutit t\u00eb firmosura m\u00eb 23 mars.<\/p>\n<p>Ministris\u00eb s\u00eb Kultur\u00ebs iu desh edhe nj\u00eb jav\u00eb m\u00eb shum\u00eb, q\u00eb m\u00eb 29 mars t\u00eb dal\u00eb n\u00eb konkluzionin se fondet e saj jan\u00eb t\u00eb pamjaftueshme p\u00ebr realizimin e nj\u00eb godine t\u00eb re t\u00eb Teatrit Komb\u00ebtar.<\/p>\n<p>M\u00eb 14 maj, Bashkia e Tiran\u00ebs d\u00ebrgon propozimin, studimin e fizibilitetit, pron\u00ebsin\u00eb e tok\u00ebs dhe projektin e propozuar nga Kompania Fusha sh.p.k te Ministris\u00eb s\u00eb Kultur\u00ebs.<\/p>\n<p>\u201cKomponent\u00ebt p\u00ebr t\u00eb cil\u00ebt duhet diskutuar n\u00eb k\u00ebt\u00eb faz\u00eb fillestare t\u00eb k\u00ebtij projekti ideje kan\u00eb t\u00eb b\u00ebjn\u00eb me rregullimin ligjor dhe juridik mes pal\u00ebve, ku p\u00ebrfshihet Ministria e Kultur\u00ebs, Bashkia e Tiran\u00ebs dhe investitori privat, vendosja e truallit n\u00eb pron\u00ebsi shtet n\u00eb favor t\u00eb zhvillimit t\u00eb k\u00ebtij projekti\u201d, \u2013 thuhet n\u00eb shkres\u00ebn e kryetari t\u00eb Bashkis\u00eb s\u00eb Tiran\u00ebs, ku cil\u00ebsohet se interesi i vet\u00ebm i kryebashkiakut \u00ebsht\u00eb nd\u00ebrtimi i nj\u00eb koh\u00eb sa m\u00eb t\u00eb shkurt\u00ebr i Teatrit Komb\u00ebtar.<\/p>\n<p>N\u00eb shkres\u00eb cil\u00ebsohet se \u201cka qen\u00eb propozimi konkret i kompanis\u00eb Fusha q\u00eb e gjith\u00eb marr\u00ebdh\u00ebnia p\u00ebr zbatimin e k\u00ebtij projekti t\u00eb rregullohet me nj\u00eb ligj t\u00eb posa\u00e7\u00ebm\u201d.<\/p>\n<p>\u201cNj\u00eb propozim konkret i d\u00ebrguar nga investitori i mundsh\u00ebm Fusha sh.p.k \u00ebsht\u00eb rregullimi i k\u00ebsaj marr\u00ebdh\u00ebnie me nj\u00eb ligj t\u00eb posa\u00e7\u00ebm t\u00eb miratuar nga Kuvendi i Republik\u00ebs s\u00eb Shqip\u00ebris\u00eb\u201d- vijon kryebashkiaku.<\/p>\n<p>Dy dit\u00eb m\u00eb von\u00eb, m\u00eb 16 maj 2018,Ministria e Kultur\u00ebs urdh\u00ebron ngritjen e nj\u00eb grupi pune me 7 an\u00ebtar\u00eb t\u00eb stafit t\u00eb saj, q\u00eb do t\u00eb vler\u00ebsonin propozimin si dhe do t\u00eb p\u00ebrcaktonin hapat ligjor\u00eb q\u00eb do t\u00eb nd\u00ebrmerreshin me zbatimin e projektit.<\/p>\n<p>K\u00ebtu Ministria tejkaloi vetveten. Grupi i pun\u00ebs brenda t\u00eb nj\u00ebjt\u00ebs dit\u00eb realizoi nj\u00eb dokument t\u00eb quajtur \u201cmemo\u201d ku argumenton se projekti i propozuar \u00ebsht\u00eb shum\u00eb i mir\u00eb dhe se projekti duhet t\u00eb d\u00ebrgohet me ligj n\u00eb Parlament p\u00ebr t\u2019u diskutuar me \u201cprocedur\u00eb t\u00eb p\u00ebrshpejtuar\u201d.<\/p>\n<p>Nj\u00eb dit\u00eb m\u00eb von\u00eb, m\u00eb 17 maj, ministrja e Kultur\u00ebs, Mirela Kumbaro informon K\u00ebshillin e Ministrave mbi konkluzionet e grupit t\u00eb pun\u00ebs.<\/p>\n<p>Qeveris\u00eb iu desh\u00ebn edhe pak jav\u00eb p\u00ebr t\u00eb p\u00ebrgatitur projektligjin, i cili u publikua n\u00eb nj\u00eb faqe interneti p\u00ebr\u00a0<a href=\"\/?p=49865\">konsultimin publik<\/a>\u00a0m\u00eb 10 qershor.
